Support from govenment agencies
We have found that a letter from either a senior government official or Mayor to all major corporations, government agencies, community groups works wonders and helps in the promotion of the event at very little cost.
Media support and coverage
Obtaining the support of national or local media (Print and Radio) is very useful. In Australia, we have the support of our national radio station the Australian Broadcasting Corporation.
Local bicycle networks
Most cities in the world have a Bicycle Group Network/cycling club which will doubtless be willing assist you and volunteer their time.
Investment
Participating cost of holding a Ride to Work Day is as much as you can spend! Each city will create different partnerships for stuff like media, advertising, holding a central city breakfast, giving away prizes or T/shirts, stickers whatever! You are only limited by your imagination. Remember it's just about riding bikes more often!
As an example, funding can be obtained from government for the program to hire someone part time or full time to send out letters and visit local government agencies/councils, to encourage them to put on local breakfasts for the community, invite sponsorship from companies to assist. We have literature to help anyone that wants to get involved which you are more than welcome to use and this can be downloaded from the Bicycle NSW website at

Resources
A key resources/investment is a central website for your city which acts as a communication portal allowing people to register their interest and details and get information about the day and events in your city. The registration system allows for data collection from people who already ride or are going to take up riding to work that day and in the future.
